<ol>
<li>To make the dressing, combine olive oil, lime zest, lime juice, chili powder, and garlic in a mason jar. Screw top on jar and shake well till mixed.</li>
<li>In a large bowl, combine cooked black beans, corn, bell pepper, green onions, and cooked quinoa.</li>
<li>Pour dressing over mixture and toss well to coat. Salt and pepper generously to taste. Toss again, and serve at room temperature or chilled.</li>

<li>Combine garlic and stewed tomatoes in a blender or food processor and blend until smooth. Add mixture to a large stock pot.</li>
<li>Add rest of ingredients (except cilantro and lime) to pot, and cover all with water.</li>
<li>Cook over medium-high heat for 1 hour; add seasonings to taste.</li>
<li>Serve with cilantro and lime slices.</li>
